Quality of life improvements

• Make enchantment potion reagents more likely to appear at the top of a stack of items on the ground.

Bug fixes

• Fix potion boost cooldown being reset on logout.
• Fix to pufferfish being chopped into pufferfish sashimi.
• Fix error when cooperative fishing one of the cod spots at Starfish Point.
